Is there a way that I could add a 'rejected' option to Edit Members page in Perch Admin? If this is selected it fires off an email to the user letting them know that their membership application has been unsuccessful?

No. The status is hard coded into the members app.

Do you have any suggestions as how I could deal with member applications that are unsuccessful? Other than physically emailing them individually?
You would need a custom app to create this functionality.
