Allow title="true" to work with blocks

I was thinking that making title="true" work with perch blocks might make the admin easier to navigate for regions that have a lot to blocks. Basically just have it be "Type of Block - User defined title" on the collapsable bar instead of just the type of block. To go along with this maybe have a setting for blocks to default to collapsed.
