Output Perch Timezone (or outputting dates as UTC in template?)

Hello,

I'm building out a template for an iCalendar feed of events, and I was wondering if there's any way to either output the PERCH_TZ variable from the config file (for use as iCalendar's VTIMEZONE attribute), or to convert the date to UTC within the template.
