Character encoding problem

I have an external rss feed being imported into our blog to appear as blog posts. When the feed posts appear in CKEditor in Perch, theres a weird encoding thing happening that I don't know how to fix. Im informed by the developer who has added the feed that its most likely a Perch/CKeditor issue. Here's an example:

The Original feed...

...on a blockchain (all under proper regulatory oversight, as with our t0 offering to Wall Street). We respect and endorse that vision, and share a common desire to see online consensual exchange flourish globally. As they say around these parts, ‘One love.’”

In the CK editor it appears as...

That looks like something along the way isn't using UTF8.

Perch uses UTF8 throughout, so the first place I'd look would be the RSS feed.

In the end, our developer needed to "...convert multi-byte UTF8 characters to HTML entities for it to display correctly"

That shouldn't be necessary if you're configured to use UTF8 throughout.
