Only have some of my template as a multiple region

I was wondering if it's possible to have only part of a template as repeating region?

As it stands i have a region that has a heading then list items below it. Is there such a way to set up the template so i can have the list items below set to "allow multiple items" whilst the heading remains above it.

Or do i have to create two separate regions, one for the heading then one for the list items (set to allow multiple regions)?
