Layouts Question

I'm not going to probably say this correctly but I will try to muddle my way through. I have been using an includes folder for my global headers and other regions that remain the same in my folder. I noticed that you guys have another location to put that information so I shifted it to the layouts section of perch, which works in the same fashion as my old way.

I would like to have users be able to change content in the layouts section. Is that possible? In other words I have a footer with social media icons. I want my user to be able to enter the URL of their specific social media sites. So they would enter this information one time and it would get used throughout the site.

Maybe I'm over thinking this. But what would be the best solutions?

Yes, you can use content regions within a layout.
