Ok so Perch is Installed and Running on a Windows 2012 R2 Server with a Rackspace Cloud Database MySQL Instance.
I've installed the backup app and see that it can't back up the Database. I see that there is a mysqldump path in settings and I have a feeling that it may be down to that...

If the database is remote to the web server, then it's not going to work.
The (much newer and more sophisticated) backup in Perch Runway would work that instance.
Ok that's another reason to upgrade to runway!
