I don't believe there is a notification at the moment, no. I don't think we have a clear way of knowing who should be contacted for any piece of content.
How about having an option in the settings for an email address for all comment notifications?
There are already options for the Akismet key and number of days to delete, a simple email text field and if entered it emails would be good.
The issue is that a web site owner has to check manually each day to see if there are any comments that need moderating.
At the moment I am emailing them on postback but the problem with that is that they get all the spam comments too. So get inundated with spam comments they don't need to moderate.
