You are editing a draft message isn't persistent

Hi,

When editing a region, 'Save as draft' doesn't remain checked after the first save, and the 'You are editing a draft' message isn't shown (or persistent) until 'Save as draft' is checked again and 'Save changes' is clicked.

After the first save, there's no indication the region is in draft mode. You have to check 'Save as draft' again to make it show the 'You are editing a draft' message and related icons.

Once the 'Save as draft' checkbox is ticked I'd expect it to remain ticked until the user unticks it.
