Sounds like Blocks:

Blocks can have Repeaters:

But is this fixed ie decided by the template?
So the user couldn’t go into perch admin area and choose what region type template each item could have?
I believe you are correct. The Blocks template would be determined by the options you build into it- "fixed" in this way.
There wouldn't be a way to load up a given page with various Regions from the admin area.
You could write more specifically about what you are trying to achieve, though If you give Blocks a try I think you can get to something close to your goal.
