I'm surprised I didn't find any results when searching "disable comments"
Anywho, I'm wondering if there is a way to have the "allow comments" check box disabled (unchecked) by default?

You can remove the ability to enable comments, but there's no option to change the default while still keeping the option.
Are you saying the checkbox in the blog post form can be removed? If so, how?
There's a privilege for enabling comments under Users / Roles.
