How to add perch tags inside css and Javascript tags

Dear all,

i have been trying to put perch field tags inside css and javascript elements but i get no output . PFA the scenario .

background: url(<perch:content id="background" type="image" label="Background Image" quality="30">) !important;

This doesnt work out , am i missing something here ?
