Events Permission Bug

Hello,

There seems to be a bug in events with permissions.

I have given access to an editor to "Access Events" & "Manage Categories" (The only two permissions available).

The add event button is not there for them, I had a quick look the button checks for perch_events.create but that privilege doesn't seem to be created, I checked activate.php and it's not in there either.
