Is it possible to set the members app up so that an individual member can access a specific file that is for them only which has been uploaded by a user.
Would each member have to have an individual tag for this to work?
How do I assign the templates for this?

Yes, you'd need to give each member a tag, but that tag could just be their email address or similar.
I'm not sure I understand the templates question.
