Not in regular Perch as the point of a backup is to get the file off your server, so backing up to a directory on the same server doesn't really help. You need ot run the backup and download the file.

We've solved the issue in a robust way for Perch Runway by way of linking cloud storage and dropbox. So the simple add-on for Perch is likely to remain a simple download. Given the trouble people have just getting forms to send to email on some hosts, sending a file the size of some people's database and resource backups is unlikely for many Perchers.
Of course there is nothing to stop a third party creating a backup plugin for standard Perch that does anything they wanted it to do.
