Remove option for an image within a region not working?

I am using version 2.5.2 and would like to be able to remove an image that has been selected within a region i.e. to allow the if exists statement on the template to kick in if no image has been chosen. However the remove option does not appear to do anything. It puts a nice diagonal red line through the image initially, but when the changes are saved the image returns.
