Perch installation, shared hosting with PHP in safe mode and Zeus server

I've had a go at installing Perch 2.6 onto a shared hosting platform that is quite restrictive:

PHP is in safe mode only (can't be turned off due to being a shared platform). The server uses Zeus not Apache and therefore mod rewrite is not supported. Memory limit on PHP is 16mb so any plugins that use more than this will not work.

Does this fall short of the Perch requirements? When I try to install Perch the /setup/index.php doesn't execute/load.
