New member welcome email

Is it true that we can't send welcome emails without moderation enabled?

If that isn't the case then my welcome emails aren't being sent. Password recovery for example works fine. We've tried putting a template at

perch/templates/user-welcome.html

If someone found a way to send that type of emails and emails to X account upon user registration please do share.
