Events App Editor Designation add event button not showing up - tried your other...

Perch 3.1.1 PHP 5.4.45 version is okay, but a little out of date. Consider updating soon. Works fine as a admin. Added the line to config file, think I put in developer mode but not sure. Exactly how do you do that - step by step That may be the problem. Never had to do that before Wish a new version would correct that.
