/perch/setup/ 403 Forbidden

I'm trying to install Perch 3.0.10, but when I visit the https:/domainname.com/perch/setup/ I receive a 403 Forbidden message. I've installed Perch a bunch of times on this web host and haven't received this error before.

Note that all the all of the directories and files in that paths have the correct permissions. I created a test file in the setup folder and can reach this without problems.

Any ideas as to why this might be happening?

Is it possible the Perch download is funky?
