Update 3.0.11 white screen on login/dashboard

I get the white screen after updating to 3.0.11 and checking the log files it says that start.php is missing but it is there. (file not found) 2017-11-16 13:44:06.316 [INFO] [162.158.134.151:23367] File not found [/home/robertsd/public_html/perch/core/runway/start.php]
