Yes. Without setting the upload path the files are simply dumped... So you need to set upload path in form settings.
Design form, submit once then you will have a form options tab in perch forms. At this point you enable form uploads to a secure directory, but set remove check to store responses. Then smile, your perch forms is working... :)
