Is this error due to PHP being out of date?

I know the PHP on the server is currently out of date and a version not supported by Perch - but I just wanted to check there wasn't other issues I need to be looking at too. Is this error purely related to the outdated PHP or is there a bigger issue?
Also, worth noting - the Perch Compatibility test said the server was suitable - it was only after I got this error that I checked in CPanel to see PHP was still a 5.2.X version.
You need PHP5.3 to run Perch. The latest version of the test checks for that.
The test came back succesful though?
I understand my PHP is out of date though and that's being fixed today. Is the error due to PHP?
Yes, you need at least PHP 5.3.
