Icons above a text block

Hi,

Can you think of any reason why the UI icons that normally sit above a text_block would not appear?

It's happened on my last couple of fresh up-to-date installs, but only on my local machine. No errors that I can see. Once I publish to a server it works perfectly so it must be an issue with my local setup.

Just wondering if anyone's had a similar problem...and how they fixed it?
