It’s for a potential new site that doesn’t have either yet.
There are currently no members or sign ups yet, the idea would be when a new member was added they are also added to MailChimp (or other way around), but also syncing any changes to email address (or other details) too.

You can post the signup form to both the Members app and to the MailChimp app and have both process it.
