Perch Shop PayPal Third Party Permission Username

I am looking for the test and live credentials for my PayPal integrated Shop. PayPal is asking for 'Third Party Permission Username' and I don't know what that is or where to find it. Perhaps there is another place to find them. Does anyone know how to get these?
