Collections not showing

I recently created a new site with Perch Runway. The site is using v3.1.1. I am able to create collections as admin but editors cannot see the collections in the side menu. The priviliges set are as follows:

System > login Assets > Upload, manage, delete Categories > none Pages > Reorder pages, edit page titles and attributes

I do not see an option for 'collections'.

Within the collections themselves permissions are set to 'everyone' and 'editor' but still collections are not showing.

What can I do to show collections to editors?
