Question about Perch suitability for a project

Hi,

I've been asked if I can help with another recruitment website. Just looking for some advice before progressing it with the client.

According to the client the functionality would consist of:

1. Recruiters being able to open accounts and post their own job adverts
2. Jobseekers being able to open account and set up preferences for email alerts
3. Jobseekers can apply for jobs via the site

I'm confident with point 3 but could either Perch or Runway functionality handle points 1 and 2?

I can''t get my head around how you'd set up individual recruiter and jobseekers accounts and would a jobsite style system that sends out daily job emails even be possible?

My initial feeling is it sounds like a custom build.
