How do I allow user to multiply SOME items in a region, but not all

I have a region that has an image and several bullets on it. I want the user to be able to add new bullets, but not new images. However, it seems that there is only a single option to allow multiple items, which would allow the user to multiply everything. Is there a way to limit this? Thanks!
