Navigation Groups cause out of order navigation

When using navigation groups, the order of the pages do not match that in the admin panel. I created some pages, then added a new page and reordered it above the last page. In my footer navigation, which uses a navgroup, the links are ordered by when the pages were created. Removing the navgroup immediately changes the order to match the admin panel ordering.
